I've noticed the same.
Forecast for 13 degrees celcius, live feed says it's 14, actual thermometer says it's 9 and I'm putting a sweater on. Late fricking April too. Highly unusual for my country.
It's because the weather services place their thermometers on concrete, under a big reflective plastic roof, out in the open sun.
The difference between their measurement and your own ass in the shadow can easily be 5 degrees celcius, and that's with live feeds.

They use weather stations (not as fancy as it sounds) in the middle of town, which is usually warmer than a few miles out

You can see they constantly change it. One minute they say it will rain the next they change their mind and then when it does or doesn't they immediately revise and pretend they predicted it
The atmosphere and the weather are one of the most complicated natural systems that we're aware of, and we'll probably never be able to accurately model or predict it due to the sheer scale of it and the inherent difficulty of observing it.
All current weather predictions are based off past pressure patterns. Meteorologists look at current radar readings and just kind of guess what's coming next based on what a similar pattern did in the past. Of course that's not going to be reliable and is subject to constant change.
If you want more accurate local weather readings, go on weather underground and find the nearest instrument station to you.
