"Black magic" usually means people contacting dark beings to mess with each other, it's a very, very low form of magic, if it can even be considered such. The reason "nothing happens" is because those beings don't belong to our reality, and the ones that do, the demons, are too low frequency to be perceived without clairvoyance.
Real magic is what we humans used to have, back before the fall of Atlantis, when all of our attention pointed towards our light part, and we could build pyramids to live in with our thoughts alone. When our focus shifted to our logical or dark part and we started contacting dark beings like crazy, that's when Earth started limiting what we could do as humans. Ironically, "God" or Yahweh was one of those dark beings we used to contact, so there's the answer to your first question.
